California Foster Youth Rights & Ombudsperson
California Office of the Foster Care Ombudsperson (OFCO)
The California Office of the Foster Care Ombudsperson helps foster youth understand and protect their rights. Youth can learn about more than 40 rights related to their placement, education, healthcare, personal belongings, family connections, communication, money, case planning, court involvement, and preparation for adulthood. If a youth believes their rights are being violated or is experiencing problems with their care, placement, or services, they can contact the Ombudsperson for assistance or file a complaint. The office is neutral and independent, and youth have the right to communicate with the office confidentially without being threatened, punished, or retaliated against for making a complaint.
